OT: COVID Restrictions in the Netherlands

They are allowed to enter but must get a negative test result within three days of entering (or proof of recovery?).  Why proof of vaccination is not enough I don't understand.  The rules need to be updated but there doesn't seem to be any urgency to do so.  It's aggravating considering Germany allows us US citizens to enter with proof of vaccination but it doesn't work returning home.  I really wish Biden would get off his duff on this one.
