It looks like that provision will be removed Sept 22 https://www.rijksoverheid.nl/actueel/nieuws/2021/09/14/nederland-verder-open-met-coronatoegangsbewijs I don't think Germany will make any drastic changes unless something drastic happens.. That being said, the election is a bit of a wildcard...
