Service in Berlin

Hmmm, I would say Prague is the same as Bamberg. Efficient if a little surly at times, especially if you're language skills are lacking and you're viewed as a tourist.  At the end of the day, in a bar/pub I will tip a good waiter whether he or she smiles at me or not - key for me is efficient service. In restaurants where prices are higher, I would expect a good level or training AND a pleasant welcome.  In the UK it's common to get both. One thing that I've noticed since living here.
