Barry: In the US, after organized crime was firmly established by prohibition (1920-1933), it was decided to repeal prohibition.  In order to "keep organized crime" out of the alcohol business, the US established the three-tier system. The manufacturer sells to a distributor, who then sells to the retailer. I think originally, none could be "related", but now things are looser. Organized crime moved on to bigger and better things, and the distributors make a good living (and are politically connected), and create a stink any time someone talks about modifying the system ! (Some of these facts are my opinions!)
