What do you mean "no getting away from the DB website"? It is indeed the DB website that gives the 18.23 connection with both Bayernticket and Flexpreis:

Note there is nothing there about Nordostbahnhof. You board at Flughafen and continue right on past Nordostbahnhof to Hbf.

Where is it that you are being shown or told that the Bayernticket is not valid between Flughafen & Nordostbahnhof? That is so utterly bizarre. I have to see it.
