Aye, in terms of commercial WLAN/Wifi offers (cafés, taverns, etc), as has been thoroughly discussed here in the past, because of (now repealed) restrictive laws holding WLAN operators liable for illegal use by guests. And because Teutons just aren't as internet obsessed as Britons or Yanks seem to be.

OTOH, internet coverage in the ethers (I think you lot call it "4G coverage") seems better here. (Unless you're sat inside a massive stone building, where WLAN would be nice.)
