Great news, Barry! Here's wishing you luck on selling your house. That system looks like what they use for cask dispense (handpump) at the Brau-Beviale here. (It's a couple of stands operated by a British firm with all sorts of brewery products.) Maybe not the exact same product, but yes, one with a floater, taking beer from the top, rather than draining it out the bottom.
