Translation weasle. Agreed: "tip not included" is clear and shouldn't run afoul of the law as Gerhard explained. But "Bedienung" is also short-hand for "Trinkgeld"/tip, which also means "Service". So maybe just sloppy translating?

Didn't see either on my bill at Roppelt's Keller yesterday, FWIW. Oh, wait, there WAS no bill!
