What time are you travelling? As I read the Vgn timetable, the 14.00 connection at Hollfeld Spitalplatz is an Alt, a taxi that you have to call 1 hour minimum before to book. As Jason says, preissstufe just means the tariff band, so the fare will be 7.90, which you can buy on the first bus.
