You would have to buy travel insurance if you wanted cover outside EU. Not sure how it all works for people resident in another country, perhaps Barry could tell us? And as Mosquit says a number of credit/debit cards include free european travel insurance anyway. And yes, its another EU benefit which receives no coverage in the UK press.
