Did you look at the wiki? It explains it pretty well. I think you had to have a special device to see the closed captioning in the US, where here, TV's have the system built into it. I would imagine it is the same technology: text data transmitted along the TV stream. I assume bittorrent is piracy stuff, of which I strive to remain ignorant.
