I've ordered hops from this outfit a few times and consider it a decent deal: http://www.the-home-brew-shop.co.uk/acatalog/Hops_vacuum_Packed.html . Shipping to the EU is £15 for up to 1 kg, which would be enough to give you a start. When I order 3 pounds of fresh whole hops from the US, I usually end up paying about $100. It shows lots of varieties sold out now, most noticably Centennial and Citra for IPAs, but there is Chinook, which is essential for making an otherwise Cascades-only beer a proper American-style IPA. I just brewed my first ever Chinook-only 3% half-IPA last week, and now I know what a hoppy, bitter Chinook-only beer is like. Chinook bittering, Centennial & Cascades for flavour & aroma is the classic combination for AIPA. Also wonderful together are Nelson Sauvin from New Zealand and Summit.
