Your question is at least partly answered right here on this web site. Go look at the entry for Sesslach. The two guesthouses have the wort prepared at the town's brewery, and they finish the fermentation themselves. I more or less works this way for the genuine Zoigl places in the Oberpfalz too. None of the guesthouses are considered breweries - just the one communal brewery in each town. Then there are the lambic blenders in Belgium - they buy wort and base lambic beer from others and make a finished beer from it, but don't consider themselves brewers either. So ... is a real brewery a place that creates wort, but not necessarily finished beer?
