Augsburg, Passau or Regensburg

I'd give the edge to Regensburg. Fine old city, some very good beer drinking venues, oldest sausage kitchen-restaurant (Würstkuche) in Germany, cultural-historical interest and then some, and Kneitinger beers. If you're going late enough in the year to be able to get the Kneitinger Bock, you'll be that much more rewarded. You can also walk across the old Stone Bridge (Steinerne Brücke) from the Old Town to the Stadtamhof district, you can also stop in at Spital Brauerei's Garten and Keller.
