Check http://www.bambergbeerguide.com/discussdet.asp?IDKEY=ZZIP02 I don't think there are /legal/ definitions on Doppelbock vs. Starkbier (they're the same excise category AFAIK, no danger of gaps around the separate categories), but I think over 18° P would be generally defined/accepted as Doppelbock.
