| No, unfortunately, it has been proven in various countries that in order for a smoking ban to be fair and successful, it must be complete. If some pubs are allowed to have smoking, then there will be competition for the smokers, and some pubs will lose business. If ALL pubs must be non-smoking, then it is fair for all pubs. Smokers can learn to step outside to have a smoke, just like people step outside to use the toilet. Beer drinking in pubs in Germany existed long before tobacco smoking was imported in the 1500s. |
