Bayreuth or Hof vs Amberg or Passau

Passau is indeed a lovely town with a "Italian" feel to it, a great range of beers and brewers and would be my first choice. Amberg has a some pleasant buildings but is a little more provincial feeling, the brewpubs still making it worth a visit though (check out http://www.whitebeertravels.co.uk/amberg for a few ideas). Bayreuth left me unimpressed beerwise (finding many places closed on a winter Saturday afternoon didn't help!) and looks like it suffered a bit in the war but once you get into the old town it has its charms. All I can say about Hof is that the Railway station shop is quite impressive and they have a good beer shop in the town (although its name escapes me at the moment).
