Landbier vs Vollbier

Regarding Vollbier, from what I have read, Vollbier refers to the ABV, and most beer in Germany would fall under the Vollbier classification. This is contrary to what someone in Bamberg once told me about Vollbier: that it basically means the same as Landbier.
