There is a Bierbörse in Karlsruhe in early September -- Sept 2 thru 4. I have not been to one of these, but plan to make the one in Cologne the end of this month. I can let you know then how it is. Beer festivals as such don't seem to have caught on in Germany. I think so many people only like their local beers there is not much point for most people of having a wide range. You best bet is to find some local festival (not necessarily beer related) and they'll ususally have some good beer. Also try googling 'biertage' (beer days) -- many places do have a little fest of local beers.
