optimal size

I learned the difference between "Bavaria" and "Franconia" the first time I called somebody from Bamberg a Bavarian :) Using 2002 estimates (the first table I found with google) the US had 288 million people. Divide by 50 and you get 5.76 million per state -- right at your optimal. But we vary widely in population, from Wyoming with less than 500,000 to California (where I live) with 35,000,000. We have a half dozen or so states with less than a million people.
