From what I remember back in my serious homebrewer days is that what you say is true, in that something is lost in the pelletizing but because they are chopped into tiny pieces, there is vastly more surface area and so more absorption. If brewing a completely who hop beer, I would use more whole hops than I would the equivalent pellets. I used whole hops mainly for dry hopping (in a bag) or sometimes when a very late addition (end of boil)

The "pellet vs whole" argument used to be (and I'm sure still is) fought constantly in the online communities with a religious fervor. I don't think you'll get better answer here smiley
