Drunk Bicycling - Possible BAC Limit Change

I'd imagine that the police would position themselves in such a way that people wouldn't see them ahead. But even so, if the police sees you biking and then getting off your bike when you see them, you're out of luck. Potentially, at least, I suppose depending on the mood of the officer. What's so ridiculous about this though?
