Tethering is where you use your smartphone to connect your laptop to the internet. Most Android phones have this feature. Some iPhones do but it depends on the carrier. VOIP is "Voice over internet protocol" -- which is a way of making telephone calls using the internet rather that the traditional phone network (though "behind the scenes" a good portion of voice traffic is carried on the internet). So for example, it costs me one US cent to call any US phone number, which is much less than a telephone (wireless or landline) will generally charge you. Which is why they hate it :)
