You're right that the Zoiglstub'n have a low-tax advantage, but they do pay another kind of fee: Kesselgeld, literally, "Kettle money," for the use and maintenance of the brewhouse equipment. Also, under the Zoigl allowances and permissions, those with the right to use the brewhouse (not just in Eschawo or Neuhaus, but the other towns as well) can simply designate a batch of Zoigl as "Hausbrauerbier" or "Haustrunk" or similar - a beer meant to be consumed at home, but not sold. If my recent reading is correct (I bought several books on Zoigl when in the Oberpfalz last year), the 2-hl annual volume limitation doesn't apply in these cases.
