Unlocking Cell Phones Now Illegal in the US

Aren't "Surf Sticks" just SIM cards in a special package? That's what I've always thought. So, I'm not surprised they're locked. I got my Tchibo card for free (from the store). Of course it is locked to Tchibo service. So far, Tchibo's rates are on a par with their competitors. Plus, Tchibo has stores all over Germany. I only put the Tchibo card into my phone once I arrive in Germany and take it out once I leave. Yes, it's locked to one service, but I honestly can't see any disadvantage to that at this point.
