Some states have rules on what can be labeled with the word "beer." Usually it is based on alcohol content, above a certain cutoff you have to use "strong" words like "Malt Liquor", "Ale", "Stout," "Porter," etc. The classic case is Texas where "bock" meant a beer under (IIRC) 5% -- so things like "Shiner Bock" or "Celis Bock" are not as strong as the name might suggest.
