There is plenty to do for 3 days in Bamberg, both beer related and as regular tourists. Especially if you are also bicycling around. So I'd pass on the Annafest (or Altstadtfest) this time around. I would book rooms at Fässla as soon as you know your schedule -- they do tend to flll up in the summer.
