In another fairly confusing shift, the British Govt (!) have said today that fully vaccinated arrivals from Germany (and others) will not have to quarantine.  Better to check the exact wording because of previous confusion.
I think most of the EU is much like Ireland (where I'm scheduled to go on Tuesday) - double vax and digital proof (can be downloaded from NHS site) plus a personal locator form (also digital) is enough to get you in.  Judging by Jason and Rich's postings on FB, kellers and bars are much the same as here - they both seem to be able to enjoy themselves (even in Barfuser!).
