I spoke to someone recently (*) who reported that Hotel am Brauerei-Dreieck is very decent indeed for the price and location. http://www.hotel-am-brauerei-dreieck.de/index.php?option=com_content&task=view&id=8&Itemid=8 says that they've got another location now, opened last year: Hotel am Blumenhaus. These two happen to be among the best rated of all hotels listed at booking.com--the Blumenhaus getting 9.6 for cleanliness. Blumenhaus also looks pretty well located. If I were booking a room in Bamberg, it'd be there, though yes, 79 € a night isn't as cheap as one can find. But 9.6 points for cleanliness..... (*)I can't remember if it was somebody here or not; my memory gets cloudy when there's beer involved.
