It does look to me like there is an exception for seperate "Raucherräume" (smoking rooms). Article 6 states that seperate smoking rooms can be set up, but these have to be structurally so well seperated from the other rooms that a continual exchange of air between them can't take place. But even so, this would not mean that the little back rooms at Hirschaid or Eggolsheim (for example) could be used as smoking rooms, because they're certainly not structually well enough seperated from the rest of the places. I'd been afraid of that sort of thing being allowed.
