In Germany pubs/restaurants have to follow the "Preiszeichnungsgesetz". § 6 have special orders for the "Gastgewerbe" (pubs, restaurants, hotels etc.) http://www.jusline.at/6._Gastgewerbebetriebe_PrAG.html But special offers for special groups are allowed. Common are special prices for workless people, seniors, students, children, disable persons, femals (p.e. free entrance for single women in dancing halls). So it could be possible to have special prices for locals, but I have not heard of examples. In Café Abseits we have a special offer, which is not limited to locals, but of particular interest for regulars: You can buy a "Stammkarte". The price is 93 Euro and You can drink and eat for 100 Euros. An other offer of the Café Abseits is a discount of 10% for all beers for members of the britisch CAMRA. Widespread are discounts for members of communities or owner of special cards, p.e. owners of permanent cards for games of the Brose Baskets.
