I bought a Tchibo surf stick back in Dec 2008 -- and they had no SIM lock then! For a while the only flatrate Tchibo had was the monthly so somewhere along the line I bought a Vodafone SIM and have used their Websessions product with very good results. You can pay with a credit card, so no need to buy top up vouchers (so I often use it as soon as I land in Germany). You can buy daily, weekly and monthly packages -- each with a different data limit. Coverage seems to be very good. Not only have I used it in big cities (Düsseldorf, München, Berlin) I've used it in while riding the train (ICE, EC, even REs) and when my Dad and I did our bike tours (places like Berching, Kellheim, Regensburg, Amberg, Lauf, Wipfeld, Ochsenfurt, Gemünden, etc.) -- and of course Bamberg. If your stick is locked, you are maybe stuck, but if you are looking at a new SIM then check out the Vodafone Websessions. As for the question if the SIM is still alive, in theory the are good for a year after last top up, though with some operators I've been able to "resurrect" a SIM. The website www.PrepaidGSM.net is a good resource. Oh, and as Jimbo says -- WiFi coverage is pretty poor in Bamberg.
