Bierkeller/biergartens when are they open?

I visited Germany last February (around fasching) and in Munich the biergartens were open, but when I got to Bamberg, they were all closed. I've been told that they open in "nice weather". It was quite warm out, especially for winter. People were wearing sweaters or a light jacket. I was very disappointed as I walked up the hill to find Wilde Rose, Mahrs keller, etc all closed. Is there a time outside of summer that they are open? I didn't visit the smaller places like Forcheim, but I'd like to know if the smaller bierkellers are open in winter? I intend to visit some smaller places next february in the "kellerwald" and I'd like to know if they will be open or not.
