Snow clearing: German law

We've just had some snow falls in England over the last few days. Is it true that there is a German law which states that the householder must clear the snow in front of their house before 9 AM or something? In England, people seem to expect the local council to do it. But they haven't got the manpower. There is a (possibly urban myth) that if you clear the snow in front of your property and it ices over that you are liable for damages if anyone comes by and falls over and injures themself...
