Well, when you say "fresh hops", do you mean just-harvested, not kilned? The dried whole hops I use certainly have been tested. I keep mine in the cellar, I don't bother with freezing them, as they get used up pretty quickly.

In principle, if hops do lose aroma character through pelletising, I suppose you could just use more to make up for it. Unless the aroma is changed, not just reduced.
