IPA doesn't mean in all cases, that they brew top fermented. An example: The very good "Gästaller-Bräu Greed Gold Double IPA (Germany meets USA)" has been brewed bottom-fermented. Andy Gänstaller doesn't brew top fermented becauce he fears a contamination of the bottom-fermentng yeast. He has thought about the name/beerstyle "India Pale Lager", but the most drinkers doesn't understand this. Ratebeer says it is a strong pale lager / imperial pils http://www.ratebeer.com/beer/ganstaller-brau-green-gold-ipa-104-germany-meets-usa/178002/ But aparts from the question top- or bottom-fermented, there is in Germany a movement to - more hops / dry hopping - oak barrel aging - champagne or wine bottles with high prices (between 10 to 20 Euro per 0,75 l), small amounts of only some hundred bottles and seasonal or event beers. In the most cases this segment of products isn't a business. The breweries want to gain reputation.
